Authorized Experimental
Aircraft (AEA) Program:
Ed Finnegan is currently authorized to conduct practical tests
and issue a Temporary Airman's Certificate containing the
Authorized Experimental Aircraft (AEA) endorsement for the
Grumman OV/RV-1 Mohawk (G-OV1), the Aero Vodochody L-29 Delfin (AV-L29), the Aero Vodochody L-39
Albatros (AV-L39), and the North American T-28 Trojan (N-T28).
Ed Finnegan is also authorized to conduct Pilot Proficiency Checks IAW FAR 61.58 for the North American
B-25 Mitchell (N-B25).
Per FAA Order 8900.1, Flight Standards Information Management
Systems (FIMS), Volume 5, Chapter 9, Section 2, Letter of
Authorization (LOA) for Pilot in Command of Surplus Military
Turbine or Piston-Powered Airplanes:
Minimum Requirements to fly as PIC in the OV-1 Mohawk (para 5-1580B):
- Possess at least a U.S. Private Pilot certificate
with appropriate category and class rating;
- Possess at least a valid U.S. third class medical
certificate;
- Possess multi-engine land and instrument ratings;
- Logged 500 hours of pilot time minimum;
- Have completed one of the training requirements of
subpara. 5-1582A of FAA Order 8900.1, Vol. 5, Ch. 9, Sec. 2.
Minimum Requirements to fly as PIC in the L-29 Delfin or the L-39 Albatros (para 5-1580A):
- Possess at least a U.S. Private Pilot certificate
with appropriate category and class rating;
- Possess at least a valid U.S. third class medical
certificate;
- Possess an instrument rating;
- Logged 1000 hours of pilot time minimum, including
500 as PIC in aircraft category;
- Have completed one of the training requirements of
subpara. 5-1582A of FAA Order 8900.1, Vol. 5, Ch. 9, Sec. 2.
Minimum Requirements to fly as PIC in the NA-T28 (para 5-1580E):
- Possess at least a U.S. Private Pilot
certificate with an appropriate category and class rating:
- Possess at least a valid U.S. third class medical
certificate;
- Possess
complex and high power endorsements;
- Have logged 50 hours complex aircraft time;
- Have logged 500 hours of pilot flight time minimum;
- Have completed one of the training requirements of
subpara. 5-1582A of FAA Order 8900.1, Vol. 5, Ch. 9, Sec. 2.
Foreign Applicants (applicants possessing a restricted US Airman's Certificate):
- Possess all of the requirements for the specific aircraft
listed above;
- Possess a CURRENT Verification of Authenticity of Foreign License, Rating,
and Medical Certificate from
your country's Civil Aviation Authority. This
verification is valid for six (6) months from date of original submission.

The 8 Steps to AEA Endorsement:
1. Find an Authorized Instructor or a CFI qualified in the type of aircraft you wish to receive an endorsement.
2. Complete an aircraft qualification program with the instructor. Click

3. Secure a Temporary Letter of Authorization to act as PIC for the purposes of accomplishing the Practical Test.
This may be obtained at your local FSDO.
4. Practice the maneuvers outlined in 8900.1, Volume 5, Chapter 9, Section 2.

5. Complete the Airman Certificate and/or Rating Application, Form 8710-1, linked
here.
The airman's, as well as the instructor's, sections need to be completed in their entirety.
6. Call Finnegan Aviation Services at 847 226 0777 to arrange an appointment for a practical test.
7. Plan for a minimum of four hours for the practical test (¼ hour visiting, 2 hour oral, 1½ hour flight, and ¼ hour paperwork.)
Actual times may vary.
8. Depart with either a Temporary Airman's Certificate with Authorized Experimental Aircraft endorsement for the desired airplane,
a Letter of Discontinuance, or a Notice of Disapproval.
